Humanitarian organisation “Child’s Heart” helps the disabled persons through the implementation of integrative, psychosocial and educative programmes. Through the educations, accredited programmes, mentoring and supervision, we have affected social changes in the Republic of Serbia and the improvement of the quality of work with the disabled persons. “Child’s Heart” was founded on March 09, 2001, as non-government, non-profit and non-political organisation, registered by the Federal Ministry of Justice.  
 

The mission of the organisation  is to provide professional support to the people with disabilities, their families and professionals at the territory of Serbia. 

The vision of the organisation is to eliminate the prejudice and to integrate the disabled into the society. 

The teams of the organisation: 

Within the organisation, 9 teams are functioning, with 35 young people, aged 20-36, an accountant and a lawyer. The organisation permanently engages 19 staff, with the others working as volunteers. The teams are as follows: 

  •  Team for the activities with disabled children aged 3-9 
  •  Team for the organisation of free time for the disabled 
  •  eam for training the volunteers
  •  Team for the cooperation with the media
  •  Team for the cooperation with the local donors
  •  Team for the cooperation with national and foreign foundations 
  •  Team of the programme „School of life“
  •  Team of the programme  „School of living skills“
  •  Team for logistic support to the teams
 
ACHIEVED RESULTS AND PROFESSIONAL CAPACITIES OF THE ORGANISATION 
 
  •  We have organized 37 educations for volunteers interested in working with children and people with disabilities. 652 volunteers of different profiles (high school pupils, students of Faculties of Defectology, Psychology, Social work, Philosophy, Pedagogy…) have been trained so far. Education consists of theoretical and practical part, which had been realized at the institutions, daily care centres, families that have a member with disability. Volunteers have the opportunity to be involve in all organization’s activities.    
  •  Seven-day programme “School of life“ has been realised 56 times in different locations in Serbia, Montenegro and FYR Macedonia.  “School of life” is an innovative programme in social welfare through which disabled children and persons are included in the community, socialise and become independent. 
  •  Seven-day programme “School of living skills” has been realised15 times in different locations in Serbia. The “School of living skills” programme has been accredited by the Ministry of Labour and Social Policy of the Republic of Serbia and it includes the innovative preparation programme for children and persons with disabilities for life in the least restrictive environment through learning basic living skills.  
  •  Seven-day programmes have been realised 9 times in different locations in Serbia and promoted social inclusion, which included children from primary schools and children and people with disabilities.
  •  653 one-day activities have been taken, such as going to the cinema, theatre, picnic, swimming pool, concerts... all with the aim of taking the disabled persons out from home or institutional asylums and involving them in social and cultural activities of the environment they live in. 
  •  We actively cooperate with 8 out of 11 institutions for permanent residence of people with disabilities from the territory of Serbia (“Male pcelice“- ?ragujevac, “Dr Nikola Sumenkovic“– Stamnica, “Srce u Jabuci“- Jabuka, “Sremcica“...) 
  •  We have created the training programme for the social institutions’ staff and educated 282 workers from the institutions for permanent residence of people with disabilities, to implement the programme of assessing and preparing the beneficiaries for living in the least restrictive environment and development of the new social services.  
  •  960 hours of trainers work, i.e. education of staff in the following institutions: “Srce u Jabuci“ ??buka, “Dr Nikola Sumenkovic“ Stamnica, “Male pcelice“ Kragujevac and “Gvozden Jovancicevic“ Veliki Popovac ... for work on the programme “School of living skills” 
  •  We have spent 5,500 hours in mentoring, i.e. monitoring the staff in social welfare institutions, for implementing the programme for assessing and preparing the beneficiaries in the least restrictive environment.
  •  We have structured and developed the plan and programme for the work of 8 day care centres in Serbia (day care centres from Sid, Paracin, Bela Palanka, Odzaci, Stara Pazova, Cajetina, Uzice, Vladicin Han). We are currently in the process of networking 16 day care centres over all Serbia in order to enable easier exchange of information between day care centres, municipalities, parents, all stakeholders, and strengthen the day care service. 
  •  We have educated 41 staff from 8 day care centres for the implementation of programmes for assessing and preparing the persons with disabilities for living in the least restrictive environment 
  •  We have spent 3,200 hours in mentoring, i.e. monitoring the staff in social welfare institutions, for implementing the programme for assessing and preparing the beneficiaries in the least restrictive environment in 8 day care centres for people with disabilities 
  •  After our education, 6 out of 8 municipalities with these day care centres have accepted to fund them in the future. 
  •  We have created the instrument for functional assessment of the persons with disabilities. This questionnaire, i.e. “Assessment scale of the general functionalities of the beneficiaries”, provides wide range of data regarding independency, adaptability and group dynamics. The scale has been used to assess the children and adults with disabilities from the following institutions: “Srce u Jabuci“ ??buka, “Dr Nikola Sumenkovic“ Stamnica, “Male pcelice“ Kragujevac, “Gvozden Jovancicevic“ Veliki Popovac, “Sremcica”,  “Veternik”, “Kulina”; children from 8 day care centres from the territory of Serbia and 195 disabled persons who live in their families and are not involved in social services such as day care. 
  •  We have processed and analysed the data on the 1125 people with disabilities who live at the institutions and 195 persons with disabilities that live in their families. The data were provided by “Assessment scale of the general functionalities of the beneficiaries”, and based on it we have identified the needs and priorities of the beneficiaries and created individual treatment plans for them. Individual plans are currently implemented in the institutions where these people live, in day care centres and their homes. 
  •  So far, 1,890 children and persons with disabilities from the Serbian territory have been included in our different programmes and activities
  •  425 parents of persons with disabilities have been included in counselling and specifically created educations “Efforts for the integration into the social community and other systems of the reform”, all with the aim to provide support and improve the quality of life of these children. 
  •  In partnership with The Association for helping the disabled persons of Zvezdara municipality, we have established the first day care in which there is the active participation of parents. This is the first day care in Serbia which has not been established by the state. We have created the plan and programme of work for this day care and trained the staff for work. 
  •  We have created didactic material which facilitates daily functioning and the adoption of the living skills for persons with disabilities. We have created cookbooks with pictures, pads for setting the table, magnetic boards with pictures for facilitated organisation of daily activities... which are all actively used. 
  •  Centre for fostering for children without parental care and organisation Save the children engaged us for the programmes for fostering in Serbia. 
  •  The Republic Institute for Social Protection and UNICEF have engaged us within the project of transformation of the institutions for children without parental care. 96 experts from Homes for children without parental care and 12 institutions from Serbia (“Dusko Radovic” Nis, “Jovan Jovanovic Zmaj” Belgrade, “Decje selo” Sremska Kamenica, “Petar Radovanovic” Uzice, “Mosa Pijade, Belgrade…) passed the education “Basic training for working with children and people with disabilities”.
  •  We have been engaged by UNICEF on the project “Strengthening the Capacities of the Key Actors of Deinstitutionalization and Social Inclusion of Children with Mental Disability in South-Eastern Serbia” which is implemented by UNICEF Serbian and Ministry of Labour and Social Policy, and which is financed by Government of Republic of Italy. 
  •  We have assessed 146 children with disabilities and developed a strategy for leaving “The institution for permanent accommodation of grownups Kulina”.  
  •  We have helped the development of service “Small home community”, for children with disabilities
  •  We have developed a service Specialized Foster Care – for children with mental disabilities that lived at the institutions.
  •  Ministry of Labour and Social Services have engaged us on the project “The informing is a path to available services”. The aim of the project was establishing the availability of social services to all actors of the community.
  •  We have educated the staff from Centres for Social Work from 3 towns: Aleksinac, Paracin and Novi Sad for development of new social services and monitoring of existing.   
  •  Patrick Donlan, adviser and international expert in the field of social services from England, has asked for the permission to modify the “School of living skills“ programme and assessment instrument “Assessment scale of the general functionalities of the beneficiaries”, in order to start their implementation in the social system in England. 
  •  We have multiannual experience with the foreign organisations: for four years we have cooperated with the Czech organisation “People in need“, with which we have initiated the social service of protected housing in the institutions “Dr. Nikola Sumenkovic” and “Srce u Jabuci”, and for two years we have cooperated with the organisations “The Association of the Serbian youth” and “FUB” from Sweden. We have been partners with Czech organization „People in need“ for the initiation of social changes in Serbia. 
  •  In cooperation with the Czech organisation “People in need” we have structured, created and initiated the first informative centre in Serbia called “On the good way” 
  •  We have multiannual good cooperation with the ministries, city secretariats and embassies in the field of social services provision. 
  • We are the authors of the accreditations for the treatment plans for the people with disabilities - these plans shall be implemented in the social welfare institutions, all in cooperation with the Republic Institute for Social protection. 
  •  We have realised the good cooperation with the faculties, so we are jointly dealing with resolving the problems of people with disabilities, and also the creation of the new social policy. 
  •  We have created and realised a number of media campaigns for breaking the prejudice about the people with learning disabilities, all in cooperation with different media companies. 
  •  We have written the synopsis for two documentary films and in cooperation with B92 TV we have made two films in Serbia and Europe, about the problems and possible solutions in the work with the people with disabilities. 
  •  We have developed the system of cooperation with private and state companies from the local sector and we have established partnership with 2,485 of them in different actions. 
  •  We have participated at numerous conferences, trainings, round tables, organised by other organisations. 
  •  We have published several books and manuals based on the good practice examples: 
      •  Book “Road from the institution to the independent living”  
      •  Book “School of the living skills”
      •  Manual “Guide through the school of the living skills” 
      •  Manual “Structuring and institutionalising the day care service” 
      •  Educative picture book “Dangers of the electricity- you need to know it in order to avoid it”, designed for children with learning disabilities and pre-school children, created in cooperation with the Electric Power Industry of Serbia 
      •  Book “Cookbook for people with learning disabilities” 
  •  We are the authors of the unique computer database ISEEDORA (information system of electronic records of children with disabilities) which was created with the support of BPM- Belgrade Business Network 
  •  We have organised and implemented educative seminars for the representatives of 25 Associations of parents for the cooperation with the local self governments, state and private business sector 
  •  We have structured and initiated the service “Respite care – temporary and occasional care for people with disabilities”, which is under development in Serbia. 
 
Since its establishment until nowadays, humanitarian organisation “Child’s Heart” has established partnerships with the Ministry of Labour and Social Policy, Ministry of Education and Science, the Republic Institute for Social Protection, UNICEF, Social Innovations Fund, residential institutions for the disabled, institutions for the children without parental care, Day Care Centres in Serbia and Fostering centres for children and youth, municipalities and Centres for social work, media companies, national and foreign organisations, etc. We have influenced to many social changes in Republic of Serbia through:
 
  •  Preparation for process of transformation and deinstitutionalization of the institutions for residential care of people with disabilities;
  •  Preparation for process of transformation of the institutions for placing children without parental care;
  •  Preparation of children with disabilities for moving to foster families (Specialized foster care)
  •  Preparation of children and persons with disabilities for going to local community;
  •  We have developed a system of assessment of progress of children and people with disabilities;
  •  We have introduced individual plans and plans of treatment of vulnerable groups into the institutional documentation
  •  We have started many programs of social inclusion of children and people with disabilities
  •  We have conducted educations of all actors in social care
  •  We have structured new social services
  •  We have developed partnerships at local level among social services providers and municipalities
  •  We have affected on raising awareness of local community about the needs and possibilities of persons with disabilities
  •  We have created the unique computer data base for children without parental care who leaves to foster families, which is going to be used at National level
  • We have educated volunteers and staff of institutions for programs of preparation of people with disabilities for leaving the institutions
  •  We have educated parents and fosters to be partners in process of preparation of children with disabilities for adoption of life skills.
