Strengthening cooperation among key actors of deinstitutionalization (institutions, CSW, providers of social services, relevant Ministry)

 

Within the project "A way from the institution to the independent life" the workshop "Strengthening cooperation among key actors of deinstitutionalization (institutions, CSW, providers of social services, the relevant Ministry)”was held. The project is implemented with the aim of strengthening the capacity of key actors in the transformation of institutions, de-institutionalization and social inclusion of persons with intellectual disabilities in the local community and is financed by the European Union within the project Open Arms.


In the Institution for Adults Placement "Kulina", in the period from June, the 23rd  to 24th 2015, the above-mentioned workshop was held, attended by representatives of all the Centers for Social Work throughout Serbia, whose wards are included in the project, foster parents, representatives of foster parents, management of the institution, representatives of the Humanitarian Organization "Child's Heart" and Biljana Zekavica, Head of the Department for Inspection Supervision of the Sector for Family Care and Social Protection in the Ministry of Labour, Employment and Social Policy.

The aim of the workshop was additional summation of past work but also agreement on final, but also already well-planned, strategy on deinstitutionalization of beneficiaries in the institution and their leaving to foster families. All participants agreed that joint cooperation, communication and connection of all actors and participants in the process are of the most important significance now. Considering that new service” Foster care for adults” was established by the project, there were many doubts that were resolved at this workshop. Visible problem was to network all necessary actors in the process of deinstitutionalization, so it was pointed out that direct communication between Institution "Kulina", foster families and their representatives, as well as the Centers for Social Work – guardians, is crucial, and must perform unobstructed, along with mutual cooperation, support and understanding. The final date for the relocation of beneficiaries in foster families was also agreed.

The workshop ended with optimism and excitement about the big step that is awaiting our fellow citizens who will soon find their new homes.

The project is financed by The Delegation of the European Union to the Republic of Serbia and implemented by Hibaf International AB, with support of Ministry of Labour, Employment, Veteran and Social Policy and Ministry of Health of Republic of Serbia.
The conference will take place on Friday, on July, the 3rd 2015, starting at 12 am in the hall of the Center for Culture and Art in Aleksinac, 15 Dušаnа Trivuncа street.
At this event, representatives of the Ministry of Labour, Employment, Veteran and Social Policy, representatives of Centers for Social Work, providers of social services in the community, representatives of the Institution Kulina, and representatives of the Humanitarian Organization "Child's heart" will participate.

Adaptation of apartments


Within the project “A way from the institution to the independent life” it was planned to renovate apartments located in the building which is by the project planned for preparation of beneficiaries to leave the institution. The works were financed by the institution for social protection “Institution for Adults Placement Kulina” as their project contribution. It is important to note that by this adaptation the first Center for Beneficiaries’ Preparation to Leave the Institution was founded.

Strengthening the capacities of foster parents for quality care of people with intellectual disabilities


Within the project "The way from institutions to independent living" three training sessions on “Strengthening the capacities of foster parents for quality care of people with intellectual disabilities” took place. The training sessions were attended by 60 foster parents from Vranje, Nis, Doljevac, Topola, Leskovac, Becej, Sremska Mitrovica and so on.
Foster parents are one of the key resources and actors of transformation and deinstitutionalisation of large institutions because the practice has shown that the family is the right remedy for every man after a prolonged stay in an institution. The larger number of family members focused on the needs of people with mental or intellectual functioning leads to the annulment of trauma, negative habits and inadequate communication with the environment. The family, in addition to providing security, eventually becomes a "bridge" of social inclusion for people with intellectual disabilities in the community. The training confirmed the theory that foster parents sometimes have prejudice often shared with the staff of the Centers for Social Work and this situation considerably slows down the process of deinstitutionalization. Comments of the foster parents "why aren’t there more of these trainings" or "the obtained knowledge helped us a lot in the present work" show that the foster parents are eager for knowledge, practical training and specific solutions for their own dilemmas that can improve their daily lives. Also, foster parents are eager to visit the institution Kulina, to socialize with the users with intellectual disabilities and to create a realistic picture of those people. Not many nice things were known about them until these training sessions.

Strengthening the capacity of social service providers

Within the project "The way from institutions to independent living" two training sessions entitled "Strengthening the capacity of social service providers ..." took place.  The training sessions were attended by representatives of local authorities and social services in six towns: Vranje, Bela Palanka, Doljevac, Sid, Vrbas and Sremska Mitrovica. The aim of education is to strengthen and give structure to social services, as well as to connect them into a network at the local level.
One of the exercises in the training sessions was the presentation of the participants within the work they do, the social services they provide and the users in their care. This exercise has allowed us to perceive their potential, the capacity of their services and the capabilities of the local community. We found out that in every local community there are at least three social services, professional staff and the plan and program of each service. However, it is evident that the services are not adequately structured, that they have been initiated by the local community, that there is no participation of service users and that there is no services sustainability plan. By raising the level of knowledge that is accompanied by examples of good practice we have been creating the optimal possibilities with the training participants to recognize their own omissions in the work and to establish a plan of improving the services. The following exercises defined the interconnection of all social service providers, as well as the relation with the local authorities. In addition, they took clear steps towards improving the cooperation of the social services and the local authorities. The representatives of both social services and local authorities have recognized the necessity and importance of forming a local area network, and these training sessions have enabled them to elect the representatives who will represent the network in the future and influence all individuals in the network to actively participate in its functioning.

The second focus group “Process of deinstitutionalisation and institution’s transformation through strengthening the capacities of key actors and enhancing social services”

Within the project “A way from the institution to the independent life” the seconds focus group “Process of deinstitutionalisation and institution’s transformation through strengthening the capacities of key actors and enhancing social services” was held. This project is carried out in order to strengthen the capacities of key actors of institution’s transformation, deinstitutionalisation and social inclusion of persons with intellectual disability in local community. It is financed by European Union within the project “Open Arm”. The focus group wad held in Institution for Placement of Adults with Disabilities Kulina on November, the 10th 2014. It was attended by expert team and director of the institution, as well as by representatives from HO “Child’s heart.

Focus group “Process of deinstitutionalisation and institution’s transformation through strengthening the capacities of key actors and enhancing social services”

The second activity within the project “A way from the institution to the independent life” was focus group “Process of deinstitutionalisation and institution’s transformation through strengthening the capacities of key actors and enhancing social services”. This project is carried out in order to strengthen the capacities of key actors of institution’s transformation, deinstitutionalisation and social inclusion of persons with intellectual disability in local community. It is financed by European Union within the project “Open Arm”. The focus group wad held in Institution for Placement of Adults with Disabilities Kulina on August, the 29th 2014. It was attended by expert team and director of the institution, as well as by representatives from HO “Child’s heart”, 15 participants in total.

Strengthening the capacities of employees in the institution for implementation of deinstitutionalization process

Within the project “A way from the institution to the independent life”- Strengthening the capacities of key actors of institution’s transformation, deinstitutionalisation and social inclusion of persons with intellectual disability in local community, financed by European Union within the project “Open arm”, two seminars for employees in Kulina institution were held. The seminars “Strengthening the capacities of employees in the institution for implementation of deinstitutionalisation process” were held four days in succession, on September the 2nd, 3rd, 4th and 5th in the duration of 2 days for each one.

Training for trainers

Within the project “A way from the institution to the independent life” the seminar “Training for trainers” was held. The project is aimed to strengthen the capacities of key actors of institutions transformation, de-institutionalization and social inclusion of persons with mental disabilities in local community. The project is funded by European Union within the project “Open Arms”. The ultimate goal of the project is de-institutionalization and social inclusion of persons with intellectual disability from Kulina institution to integrated network of social services in local community.

Strengthening the capacities of volunteers to work with persons with intellectual disability

Within the project “A way from the institution to the independent life” which is carrying out in partnership with HO “Child’s heart” and Kulina Institution, the 2-day seminar “Strengthening the capacities of volunteers to work with persons with intellectual disability” was held. The seminar was held on August the 25th and 26th 2014 in Aleksinac in the premises of OTIS (Municipality’s organization for tourism and sport). 15 participants have attended it and were actively involved, and the educational structure of attendees was high educational degree (sociologists, psychologists, educators, pedagogues etc.). The seminar’s aim was to enable, through education of volunteers, necessary resources for adequate training of persons with mental disability to leave institution and their social inclusion in local community.
